Waterfront Construction Code
Insight Civil is supporting policy research, code drafting and report writing tasks for development of a new waterfront construction code for the NYCDOB. This new comprehensive waterfront construction code would complement the existing building and construction codes in NYC. Engineers and planners at Insight Civil have been working closely with the prime consultant and other consultant team members to review the existing regulatory landscape in New York City for waterfront construction, including permitting and approvals requirements, municipal codes, and maintenance and operations protocols for waterfront assets. Currently, there is no unified, comprehensive regulatory code or standard governing construction and maintenance of waterfront sites and asset typologies.
Planners at Insight Civil have been mapping the current regulatory framework for waterfront development and collaborating with engineering subject matter experts (SMEs) to inventory the full scope of asset typologies present in the New York City waterfront environment, as well as researching other existing waterfront construction codes in comparable jurisdictions around the world. Maintenance and operations best practices, risk mitigation strategies, and environmental considerations are all factored into the structure of the new Code. Research and information on waterfront development and construction collected during the initial phases of work will ultimately be incorporated into formal code language as part of the code writing and drafting portion of the project. Technical report deliverables summarizing all policy research, laws and rules, jurisdictional comparisons and recommendations are submitted to NYCDOB for multiple rounds of review by DOB Legal and Technical divisions.
Additionally, Insight Civil has participated in stakeholder meetings with relevant agencies such as NYCSBS, NYSDEC, NYCDPR, NYCDCP, NYCEDC, Army Corps of Engineers (ACOE), US Coast Guard, and others. This work is on-going and Insight Civil will continue to support the project team with research and report writing, policy analysis, code drafting and infrastructure analysis work for the duration of the project.
