NYC Build it Back
Insight Civil provided program administration and project management support for the final stages of the NYC Build it Back program through the NYCDEP Housing Recovery Office. Engineers from Insight Civil worked on-site full-time at the NYCDEP HRO Build it Back (BIB) Project management office in Lower Manhattan providing program oversight, project/case management and closeout, contractor documentation review, cost estimation and value engineering services, site visits/inspections and generating final reports as properties complete the program. Staff from Insight Civil provided oversight and management of remaining applications and properties in the final stages of the BIB program. Through the BIB program, homeowners were provided with the necessary resources to recover and mitigate risk to their homes and communities in the aftermath of Superstorm Sandy. Funded by the US Department of Housing and Urban Development (HUD) Community Development Block Grant disaster recovery funds (CDBG-DR), Build it Back aided homeowners after all other forms of disaster assistance had been exhausted. Built-it-back program participants were grouped into three categories: Build-it-Back Single-Family, Build-it-Back Multifamily, and Build-it-Back Temporary Disaster Assistance. In addition to rebuilding and returning residents to homes and residences, the BIB program also helped improve neighborhood resilience and risk mitigation in vulnerable areas by elevating substantially damaged homes. Elevating homes can reduce homeowner insurance premiums, and limit risk of future flood damage.
As of August 2018, the BIB program has served 99.8% percent of approximately 8,300 homeowners (totaling 12,500 households) through either a reimbursement check, construction start, or acquisition. Over 95% of these homeowners have received their full benefit, including construction, rental assistance, reimbursement, or acquisition of their home. Over 4,800 projects have been completed across Sandy-impacted areas in Brooklyn, The Bronx, Queens, and Staten Island, including 98% of city-managed construction projects, and 93% of all construction projects, which also includes homeowner-managed construction.
From Anna, regarding Insight numbers: We were actually processing data for all of the projects that were still active or had been recently finished at the time. I would guess it was in the hundreds? Possibly thousands? BiB worked on about ~30k houses over 5-ish years I think.
