Brownsville Library - Zoning Analysis
Insight Civil performed a zoning and land use analysis to support a renovation-expansion project for the Brownsville Library branch of the Brooklyn Public Library. Professional services were provided by Insight Civil planners on behalf of the project’s lead partner, LTL Architects, for the client, the New York City Department of Design and Construction (DDC).

Through its contributions, Insight Civil promoted the ultimate project goal of upgrading the existing facility of the Brownsville Library. The comprehensive project included improvements to building systems; updates to interior layouts and finishes; and renovation of exterior elements, including the library’s traditional façade. In addition, the project provided for a new addition to complement the existing library while expanding its footprint to address the need for more floor area.
Insight Civil findings and analyses were memorialized in a variety of deliverables, including written reports, to the project architect. Our work product was incorporated into the final pre-schematic design report that was submitted to the client, NYC DDC.
Insight Civil contributions included:
- Identifying applicable zoning and construction code requirements for the project site
- Documenting massing requirements for required alterations and additions on the site
- Evaluating urban design opportunities through a lens of sustainability, including a focus on ways to promote social equity and a sense of community connection to the upgraded library
- Preparing a planning memo describing and evaluating three proposed alternatives for the site
- Drafting a pre-schematic design memo, indicating the city’s land-use and massing requirements and how these could shape project parameters.
