Battery Park City Authority Pile Remediation
Insight Civil provided construction management and project controls support to prime consultant, CH2M (now JACOBS), under the Phase IV Pile Remediation contract with the Battery Park City Authority (BPCA). Phase IV Pile Remediation work consisted of remediation of approximately 193 piles located along the south side of the North Cove Marina beneath the Battery Park City Esplanade. Specifically, remediation of the piles consists of encapsulation supporting relieving platforms above. Then the contractors will excavate two feet (2'), or as deep as possible up to two feet (2’), below the mudline of each pile, power wash the entire exposed surface of each pile, including the area of each pile below the mudline as exposed after excavation, commence installation of fiberglass reinforced polymer (“FRP”) jackets and applicable formwork, pumping of epoxy grout and installation of top seals, backfilling excavated areas around each pile to restore the pre-construction mudline, and removal of any and all staging equipment.Insight Civil developed and managed the construction schedule and progress diagrams for the construction management and inspection team performing the underwater progress inspections of this project in the North Cove Marina as required for each phase of work.
This work consisted of coordination with the marine construction contractor for staging elements in order to minimize disruptions to the public in the neighborhood of Battery Park City, as well as account for potential delays in construction schedule due to movement of barges and/or special events in Battery Park City venues and public spaces. Insight Civil attended weekly team meetings to discuss and document work progress. Insight also compiled meeting minutes and updated project schedules as per progress updates from the prime project manager. In addition to project schedule updates, Insight Civil maintained a project site plan which consisted of a CAD drawing indicating the marina deck, timber piles, and details noting each phase of the pile encasement work. Insight Civil’s scheduling and administrative support guided inspection and construction activities to meet all project goals and timelines set by the client. Insight Civil staff also met with the CH2M CM Project Manager and the marine construction contractors in the field as necessary to observe and monitor progress and collect photos of work.
