Ba Mar Redevelopment
Insight Civil worked with HR&A Advisors to investigate the feasibility of relocating a manufactured home development in Stony Point, NY. Located along the Hudson River, the Town of Stony Point is subject to flooding events that have had devastating impacts on residents near the water’s edge. This development study was initiated as a way to potentially ameliorate the population’s vulnerability to flooding. Engineers at Insight Civil were responsible for preparing site drainage and grading plans for the potential development site, as well as preparation of a cost estimation package.
The project team collected and analyzed all available public infrastructure data provided by the Town of Stony Point to develop a concept design for the residential development, based on target density and geographic constraints of the site. Insight Civil staff then completed a cost estimation package for project components including design and construction of new site utilities, earthwork, and roadway construction.The cost estimates consisted of a range of total construction costs, spanning a “lowest cost” or “minimum cost” figure to a more conservative possible “maximum cost” number for the concept designs. These estimates included a contingency factor (%), that aligns with NYS and regional construction industry standards. This information allowed the client to properly evaluate and perform appropriate fiscal analyses for the proposed project (i.e. cost-benefit analysis, payback period, etc.) to determine technical and financial viability.
Insight Civil delivered cost estimates to the Town of Stony Point including unit quantities, material unit prices, unit labor hours, labor wage rates, equipment unit costs, construction contingency, overhead and profit rates, bond and insurance costs, general conditions and escalation to the midpoint of construction, as well as other cost considerations tied to possible funding sources.
